Selection between the Original 2019 and the Remaster versions is available in the option window that pops up after launching The Sinking City Remastered from your Steam library.

Alternatively, it's possible to set default version on Steam this way:
Steam Library → "The Sinking City Remastered" → Properties → General → Launch Options → Selected launch option → "Play the Sinking City (2019)"
